We are looking for an Intelligence Analyst

The Intelligence Analyst – as part of a dynamic team responsible for the Canadian fraud detection activities for Group Insurance Benefits – supports the Fraud Management Team by analyzing data for fraud risk, providing intelligence support to complex fraud investigations, identifying new fraud risks and trends, and supporting management with operational insights. The ideal candidate will be one who uses their strong interpersonal, analytical, and creative abilities when working with our team and other Group Insurance business areas.

What you will do:

  • Convert information into detailed and appropriately sourced intelligence products, including reports, visual aids, and oral briefings.
  • Provide support to investigators and management by understanding, preparing, and analyzing data for regular and ad-hoc reporting.
  • Manipulate and prepare large volumes of claims data and analyze this data to identify emerging trends, and anomalies or unusual patterns requiring investigation.
  • Identify insurance fraud risk in complex situations using a variety of analytical techniques and tools and contribute to the development of mitigation strategies.
  • Produce non-standard and ad-hoc reports for stakeholders in the most effective manner possible.

What you will bring:

  • Degree or diploma in related discipline such as Social Sciences, Intelligence or Security Studies, Computer Science, or equivalent combination of education, training and experience.
  • Demonstrated excellence in creating insight from data.
  • Strong interpersonal skills and a demonstrated experience working effectively in a team environment as well as independently.
  • Well-developed planning and organizational skills with the ability to prioritize and handle multiple tasks while meeting tight deadlines.
  • Demonstrated analytical thinking and creative problem-solving skills.
  • Excellent verbal and written communication/documentation skills.
  • Ability to excel within a Purpose/Vision driven environment.
  • Data manipulation skills – such as using SQL – are preferred.
  • Strong knowledge of MS Access and Excel is preferred.
  • Experience in providing tactical and strategic intelligence support is preferred.
  • Experience with i2 Analyst Notebook or other link analysis application is preferred.
  • Knowledge of Social Network Analysis is an asset.
  • Knowledge of open source analysis tools and techniques is an asset.
  • Knowledge of insurance fraud landscape and investigative techniques is an asset.
  • Understanding of Group Insurance concepts and products is an asset.

Three-day workshop: Internet & Social Media Investigative Techniques

FSCT 0090 – Internet & Social Media Investigative Techniques

This 3-day hands-on workshop will provide students with the latest techniques used to effectively gather online information for investigative purposes relating to persons, companies, and other assets.

Students will be introduced to the methods of gathering online intelligence through social media platforms, search engines, and dark web searches. In addition, students will learn how to assess potential counter-intelligence concerns.

Particular emphasis will be placed on heightened awareness and the “paper trail” investigators may leave behind when using internet investigation tools. Approaches to maintain privacy and security when carrying out online investigations will also be explored and students will be introduced to a variety of online search methodologies.

What can I expect to do in this role?

In this role you will:
• Integrate morgue activities with postmortem examinations, morgue organization and management, quality assurance and inventory, fingerprinting deceased persons, postmortem dental X-rays and biological waste disposition.
• Receive evidentiary items and documents from the Provincial Dispatch Unit , sorting items and preparing items for appropriate distribution throughout the OFPS.
• Organize and ensure cleanliness of morgue storage areas.
• Assist with data collection for the purposes of establishing positive identification.
• Coordinate evidence shipment, distribution and chain of custody to experts (e.g., Forensic Odontologist, police services, etc.) to help establish positive identification.
• Coordinate and liaise with police agencies throughout Ontario.
• Advise and release bodies to individuals/agencies legally entitled.
• Assist with postmortem examinations, under the Forensic Pathologist’s direction by: retrieving/returning deceased persons from the morgue coolers, turning and lifting the deceased persons in the autopsy.

How do I qualify?

Laboratory and Technical knowledge

You have:
•Knowledge of laboratory tests, techniques related to specific tasks (e.g. fingerprinting, dental Xrays) in order to assist in the completion of forensic autopsies
•Knowledge of laboratory safety and awareness of the Occupational Health and Safety Act and regulations that apply
•Knowledge of universal precautions in order to work safely with biohazardous materials
•Ability to understand medical terminology to liaise with medical professionals
•Ability to acquire and apply knowledge of the requirements of the justice system related to handling forensic evidence and samples

Other Essential knowledge

•You have knowledge of procedures for handling bodies/evidence (e.g. continuity of evidence, health and safety, universal precautions) and can assess incoming/outgoing bodies/remains and determine required action.
•You have the physical ability and knowledge of how to move, lift and turn human bodies (remains) and/or portions of bodies including visceral organs for pathological examination.
•You posses the ability to upload and catalogue photographs.
•You have knowledge of laboratory and case information management systems, computer operating systems and programs (e.g. Windows, Excel, PowerPoint, Word, Access, SQL, Adobe, etc.).

Judgement, Reasoning and Organizational skills

You can:
•determine the approach to handling case materials, storage and disposal methods
•label and document forensic evidence and specimens with a high degree of accuracy
•ensure confidentiality and accuracy of highly sensitive materials related to death investigations
•identify priorities and incidents requiring the manager, Chief Coroner or Chief Forensic Pathologist
•determine work priorities among conflicting demands and attention to details when maintaining chain of custody
•identify and follow up on issues/delays in maintaining morgue services

Communication (oral and written) skills and Interpersonal skills

•You have demonstrated the ability to work effectively with staff, stakeholders and can communicate with associates (e.g. medical, legal, and law enforcement professionals) regarding post mortem and/or test results.
•You can maintain accurate documentation of autopsy related information and retention of specimens/exhibits.

Work conditions

This role will require:
•Ability to be frequently exposed to, handling of, and contact with bodies/remains that may be contaminated, decomposed, mutilated, and/or arthropod infested.
•Frequent exposure to unpleasant materials, odours, and content. May involve exposure to potentially infectious viruses, bacterial and diseases.
•Ability to work 24-hours a day, 7-days a week including weekends and statutory holidays.

What can I expect to do in this role?

You will:

  • provide technical leadership in planning the activities of the technical group in order to plan, prioritize and assign work
  • conduct technical reviews and evaluations of completed work
  • ensure quality control processes are developed and maintained in alignment with the quality assurance programs in place
  • perform a range of analyses employed in forensic DNA testing
  • assist in the evaluation and need for modifications to current standards, operating procedures and forensic biology testing processes
  • set up, operate, maintain, troubleshoot, calibrate, validate and provide training on instrumentation/hardware to ensure effective operations and implementation

How do I qualify?

Technical Knowledge

The Canadian Association for Security and Intelligence Studies, CASIS Vancouver, is hosting the Generation Z Congress on April 23, 2021 from 13:00 to 17:00 PDT, via Zoom, which we believe will be of interest to BCIT Forensic students and faculty who are interested in understanding Gen Z perspectives on security and its implications to the new social contract and the security space.

The objective of this event is to hear directly from the Generation Z what security means to them. It will feature Gen Z actors, activists, and influencers discussing what from their perspective are the world’s most pressing security problems.

Are you interested in a unique, challenging part-time role in your community?

Salary: $32.32 hourly

In this role, you will be trained to be a Community Coroner – a death investigator appointed under section 55 of the Coroners Act by the Chief Coroner, and responsible within a specific geographic area to attend the scene of a death in order to establish the identity of the deceased and gather information to help determine when, where, how and by what means the person died.

The BC Coroners Service (BCCS) is responsible for determining the circumstances of all sudden, unexpected and unnatural deaths in the province. The BCCS is seeking mature, compassionate and community minded individuals to work as Coroners on an “as and when required” basis. Community Coroners are an integral part of the investigative team, providing critical initial information that allows for timely, thorough and accurate investigations.
