Job Opportunity: Family Information Liaison Unit

The Community Safety and Crime Prevention Branch of the Ministry of Public Safety and Solicitor General is accepting applications for positions in the Family Information Liaison Unit.  These are temporary assignments to March 31, 2019.

Information about the Family Information Liaison Unit (FILU)

In August 2016, the Department of Justice Canada (DOJ) announced a two-year funding initiative to establish new Family Information Liaison Units (FILUs) in provincial and territorial victims’ services offices.  The FILUs are intended to assist families of missing and murdered Indigenous women and girls seeking information related to the loss of their loved one.  Designed to be a “one-stop information service” for families, the FILU team will provide a liaison function between families of missing and murdered Indigenous women and girls and other agencies and services, including the criminal justice system, social services, health services, coroners service, and policing. FILU staff will gather the requested information families seek, and share with them any information that can be provided in a culturally-grounded and trauma-informed manner.  Where such information may not be available, they will be able to provide an explanation as to why that may be (e.g., investigation remains open, privacy law considerations).   This may be information specific to their loved one’s case (e.g., actions taken in the investigation), or more general information about system policies and processes (e.g., on what basis child protection decisions are made). The FILUs are to function independent of, but complementary to, any on-site services and supports provided to family members during the National Inquiry into Missing and Murdered Indigenous Women and Girls.

B.C.’s Family Information Liaison Unit (FILU) is currently in development.

Positions Available

  • Director, Family Information Liaison Unit – The Director is responsible for all aspects of the FILU including developing and implementing the initiative; leading stakeholder engagement processes; and managing the day to day operations.   The position requires extensive experience leading complex policy /program projects as well as experience with stakeholders at all levels of government and community.

  • Implementation Analyst –  The Implementation Analyst provides policy and research support to the development and operations of the FILU.   This position requires experience in research and policy analysis as well as project management.

  • Family Support Worker – this position will be based in Northern British Columbia and located where the successful candidate resides.  The Family Support Worker provides frontline supports and services to family members of missing and murdered Indigenous women and girls. Cybersecurity Analyst

Job Summary

Cybersecurity analysts study network traffic data from intelligence databases and ancillary sources in support of national security goals, concerns and strategies. They use their understanding of Internet architecture and protocols, malware, packet structure and network vulnerabilities to profile network activity, detect patterns and trends in intrusion techniques and practices, and identify the sources of network intrusions. They prepare descriptive and predictive analyses and communicate the results, meaning and significance in the form of oral or written reports. They may participate in the evaluation of tools and creation of customized methodologies and applications.

Position Type

Permanent positions, with a one (1) year probation period.

Salary Range

UNI 07 from $73,850 to $86,881 per year.

These positions may be eligible for market allowance for $7,960.80 per year

The salary and market allowance are under review.

Position Requirements

Applicants should have all of the following:

  • a background in technology (such as a university degree in computer science or computer engineering, or equivalent experience);
  • an in-depth understanding of cybersecurity issues and fundamental Internet architecture and protocols;
  • network security skills such as packet, vulnerability, or exploit analysis;
  • research and report-writing skills; and
  • a demonstrated interest in international affairs (e.g., international relations, strategic studies, international development).

Who Can Apply

Canadian citizens who can qualify for a Top Secret security clearance conforming to CSE’s standards.

Security Requirements

Candidates must have no criminal record.

The screening process involves a security interview, a polygraph test, a psychological assessment, and a background investigation covering a minimum of your last 10 years history, including credit and financial verifications.

Ongoing substance abuse is a factor to be assessed as part of your screening process.

Investigator (Research & Analytics) – Coquitlam, BC

XPERA Risk Mitigation and Investigation – Coquitlam, BC
The Investigator (Research & Analytics) will conduct a wide variety of detailed, quality and timely research and investigative assignments. This position will work within the Cyber Research Center (CRC) and collaborate with CRC team members on a daily basis. Along with possessing an investigative mindset, advanced report writing, and research skills, a strong command of grammar and the English language are essential to success in this role.

The ideal candidate has a demonstrated ability to manage multiple tasks within a fast-paced environment under the pressure of tight deadlines. Strong organizational, analytical, and decision-making skills are required. Must conduct all investigations in a professional manner and maintain strict confidentiality at all times.

**NOTE: The current job opening is for an employee working in the Coquitlam, BC office. Although it is in specific reference to an Investigator working primarily in an office environment, some field work may be required as file demands dictate.

REQUIREMENTS:

Experience

  • Minimum of two (2) years of research and/or investigation experience

Education

  • Post-secondary degree, preferably in a related social science field such as criminology, forensic crime and intelligence analysis, sociology, psychology, etc.
  • Holds a valid Private Investigator License in the Province of BC (Alternatively, is enrolled in the Introduction to Private Investigation online training course and scheduled to write the exam within the next two months)

Skills

  • Ability to collect, exploit and disseminate publicly available information in a timely manner to an appropriate audience for the purpose of addressing a specific intelligence requirement
  • Ability to determine data’s source and reliability, as well as provide meaningful analysis
  • Outstanding verbal and written communication skills
  • Superior interpersonal skills
  • Strong Computer skills, with accurate typing
  • Thorough, detail-oriented, analytical, and systematic thinker
  • Ability to apply an investigative mindset and think outside the box
  • Ability to multi-task while maintaining focus on the task at hand, handling multiple and sometimes conflicting deadlines
  • Ability to be creative with strong problem-solving skills
  • Client-focused, results-oriented, and decisive
  • Self-starter with ability to work independently
  • Effective time management and adherence to strict deadlines
  • Understanding of threat risk assessments and analytics
  • Knowledge of all levels of the Canadian court system, insurance law and privacy legislation an asset
  • Able to manage conflicting demands from various divisions and managers
  • Flexible work schedule – some evening and weekend work may be required
  • Proficiency working with Microsoft Word, Excel, Outlook
  • Reliable vehicle currently licensed for business/commercial purposes and clean driving record
