Crime Analyst 1 Position with the City of Surrey

The Crime Analyst 1 position specializes in research work involving the application of complex research techniques to support criminal investigative activities, operational programs and crime reduction strategies.

The successful candidate will provide specialized work involving the application of research techniques to support moderately complex criminal investigation activities, operational programs and crime reduction strategies. The incumbent provides intelligence information and some crime analysis services to management.

The Crime Analyst 1 will also prepare written documentation including but not limited to profile packaging, suspects lists, maps and narrative and statistical reports on crime trends and related matters. In addition, the successful candidate will establish and maintain working relationships with members, staff and external agencies.

Qualified applicants must have completion of a university degree in a related discipline including coursework in applied research and statistics.  Plus two years related experience. An equivalent combination of education and experience may be considered.

You must be able to obtain and maintain the relevant level of security clearance throughout employment with the Surrey RCMP.

The Life at BCIT blog is one of our primary recruitment tools for attracting new students to BCIT. As one of our student bloggers/vloggers on the Update blog, we want you to spread the word about your student life experience while at BCIT – your classes, challenges, triumphs and what you’re doing outside of school.

Surrey RCMP Citizen Police Academy – Receiving Applications

The Citizen Police Academy aims to foster a better understanding between Surrey citizens and the RCMP and explore what the community can do together to enhance public safety

Participants will get an inside look at the largest police detachment in Canada as experienced police officers and staff present on a variety of topics from forensics, to major crime investigations, to police dog services.

BCIT’s Forensic DNA Lab

On November 25th, 2013 Tom Billings vanished while hiking in the mountains on the North Shore in North Vancouver. A large scale search of the Cypress area was dispatched after he was reported missing, however no trace of Mr. Billings was found. In April 2016 some hikers in the Cypress ski hill area found what they believed to be human remains along with some personal effects near a hiking trail and reported it to local police. The police then contacted the British Columbia Coroner Service (BCCS), who are responsible for investigating all unnatural, sudden and unexpected, unexplained or unattended deaths in the province.

For over 15 years, BCIT’s Forensic DNA lab has collaborated with the BC Coroner Service where the latest DNA technologies are needed to help solve unidentified human remains cases. In this case, the BCCS took over identification of the remains once they were recovered by the North Shore Search and Rescue team. BCIT’s scientists were tasked with generating a DNA profile from the remains found on the North Shore, and comparing them with family members of the suspected missing person. Using a newly validated bone extraction method adapted from the International Commission of Missing Persons (ICMP) we were able to generate a full profile for this case and make the familial comparison to a family member. This allowed the BC Coroner Service to make a positive identification of the remains as belonging to Tom Billings.

While the loss of a family member is always a tragic circumstance, the BCIT Forensic DNA lab is proud to be a part of the identification process that allows the family of Mr. Billings to know for certain what became of him in the fall of 2013. CRA Job Opportunities in Vancouver

Computer Forensic Analyst

Classification: CS-02

Salary range: $66,276 – $81,134

Closing date: June 17, 2016

Duties Include:

Provides digital forensic investigative services relating to the recovery and examination of data from computers and other electronic storage devices in order to use the data as evidence in criminal prosecutions. These services include search, seizure, recovery, decryption, preservation and analysis of data, relevant to criminal investigations.

Conducts on-site search and seizure of taxpayers’ data and information systems, located at the search site or available to it, through the processing, analysis and evaluation of files, data, hardware and software seized pursuant to the terms of the search warrant.

Prepare reports detailing how the computer evidence was discovered and all of the steps taken during the retrieval process for use during the investigation, prosecution and trial, i.e., review, process and analyze seized digital evidence by identifying, separating, organizing and rendering the relevant digital evidence into a readable, searchable, indexed and organized format.

Provides testimony in court regarding the evidence collected and methodologies used to acquire the evidence.

Troubleshoots issues encountered, throughout the course of the investigation, on internal (forensic computer software and hardware) and external devices, i.e., seized digital devices and systems, including large and complex networks, computers, servers, cell phones, tablets, all storage media, software and other peripherals, issues encountered during the collection, recovery, preservation and processing stages.

Senior Computer Forensic Analyst

Classification: CS-03

Salary range: $78,442 – $97,324

Closing date: June 17, 2016

Duties Include:

Provides guidance and technical assistance/support in resolving/executing forensic issues/solutions pertaining to solicitor-client privilege claims; e.g. arriving at a mutually agreeable protocol for the examination of sealed computer media, processing potential privileged data, reporting to the court and providing assistance as required during the privilege hearing.

Identifies emerging technical and legal issues pertaining to the seizure and processing of digital data and its use during the investigation, prosecution and trial; participates in the development of informatics investigation procedures, and quality improvement initiatives.

Monitors case law for significant cases impacting digital forensics. Researches and develops new protocols to conform with rapid changes in the law relating to technological issues and communicates findings to CRA or other stakeholders.

Monitors and tests the quantitative and qualitative adequacy of the forensic equipment (hardware and software) and adherence to national policies and procedures and prepares documented business cases and recommendations regarding same.

Installs and provides technical guidance in relation to the setup of mobile electronic courtroom equipment.

Conducts research, validates tests done by the Computer Forensic Analysts and attends advanced training into new technology and develops new techniques to update and improve forensic processes and tools used in the searching, seizing, preserving, processing and presentation of digital devices and electronically stored information.

Participate in the development and delivery of training of digital forensic investigations skills and use of specialized equipment.

Field Investigations Operations Analyst

What you’ll do

As a field investigations operations analyst you will:

  • Assist field investigators with the initial setup and analysis of investigation files, preparation of reports, and preparation of disclosure packages for reports being forwarded to the Criminal Justice Branch
  • Scribe, prepare, and verify meeting minutes that may be introduced in court as evidence
  • Provide technical support to investigators with respect to electronic disclosure packages
  • Compile and prepare statistical reports for the department
  • Perform the initial vetting of sensitive and relevant material including audio and video formats
  • Develop and maintain software user guides, system procedure manuals, training processes, and provide ongoing Major Case Management software training and support to the investigations team

Is this a good fit for you?

We’re looking for someone who can:

  • Prepare electronic disclosure packages
  • Use Major Case Management software and train other users
  • Independently use time management skills to organize, prioritize, track, and complete multiple work tasks, while working under pressure in a time-sensitive environment
  • Clearly communicate technical and non-technical information, both orally and in writing, to a variety of audiences
  • Travel on occasion
  • Testify in court when required
  • Type a minimum of 45 words per minute and proficiently use Microsoft Word, Excel, and PowerPoint

Your experience and educational background:

  • A diploma in a related discipline (e.g., criminology, justice)
  • A minimum of three years of work experience in an environment where investigations are handled

An equivalent combination of education and experience may be considered.
