Position Title: Crime Analyst, Analysis and Intelligence Section

Work Schedule: Monday-Friday, 35 hours/week
Pay Group: $43.04/hour (pay grade 17)

Position Function:
Provides statistical, tactical, and strategic crime analysis and intelligence information to the Management Team and other branches of the Victoria Police Department using modern information management systems, analytical tools and software. This is specialized work involving the application of advanced research techniques in support of police investigations, operational programs and crime reduction/prevention strategies.
Key Duties:
- Researches, collects, evaluates, organizes and analyzes a wide variety of investigative and intelligence data to identify, monitor and map crime trends, patterns, series, developments, offenders and criminal groups. Based on these findings the analyst will prepare strategic and tactical assessments, forecasts, recommendations and alternative action plans. The incumbent also participates in the review of strategic priorities and operational plans and the evaluation of crime reduction/prevention initiatives and programs. Considerable independent judgment and action are exercised in planning and executing work assignments.
- Tracks a wide variety of criminal activities by temporal and geographic analysis, modus operandi, and characteristics unique to the case and conducts predictive analyses of identified crime series and provides direction on offender’s likely activity.
- Maintains, analyzes and interprets a variety of statistical data; analyses historical crime trends and patterns and prepares forecasts as required; develops a variety of data for use in investigations such as link association and timeline charts, graphs and maps; identifies gaps in investigations and provides leads to investigators.
- Exchanges information with internal units and municipal departments and with external contacts such as local, provincial, federal and international law enforcement, military and regulatory agencies; maintains awareness of local and regional policing initiatives which may affect local criminal activities; as required, participates in multi-jurisdictional task forces, investigations and threat assessments.
- Maintains and monitors current developments in the field of crime analysis, technology and criminology; develops models for crime analysis procedures and reporting structures to facilitate and streamline data collection, collation, analysis and dissemination; researches the implementation and integration of crime reduction and prevention strategies.
- Prepares reports identifying and examining crime trends, patterns, series and suspects and recommends strategies, policies and bylaws based on findings and conclusions; recommends alternative action plans to meet long and short-term policing needs.
- Performs related work as required.
Independence:
- Work is often generated by internal and external requests.
- Initiative is required to execute without being prompted, and anticipate tasks that require attention.

Key Skills and Abilities:
- Considerable working knowledge in research, statistical and analytical principles and techniques commonly applied in the law enforcement environment.
- Ability to perform complex analytical assignments, interpret and summarize a wide variety of raw data and disparate investigative material, and identify linkages, interrelationships and present conclusions and recommendations.
- Relevant experience in the use of: PRIME, RMS, CAD, CPIC, JUSTIN, ESRI ArcMap with Crime Analyst Extension, i2 Analysis Tools (Analyst WorkStation) and CORNET.
- Considerable knowledge, training, and demonstrated ability in using Microsoft Office with a focus on MS Word, Excel, and PowerPoint and Adobe Acrobat Professional. Ability to conduct statistical analysis using advanced functions of MS Excel and SPSS.
- Demonstrated ability to work in a collaborative team environment, displaying excellent interpersonal skills, enabling good working relationships to be maintained with internal contacts, peers, team members and various external partners, including other police agencies.
- Positive attitude that communicates job-related issues with a constructive, problem solving approach; always willing to take on new challenges.
- Ability to exercise sound judgment in a fast paced work environment while managing multiple tasks.
- Ability to effectively express ideas and findings orally and in writing.
Qualifications:
Formal Education, Training and Occupational Certification:
- A university degree in social sciences, criminology, criminal justice administration, or related disciplines plus an Advanced Specialty Certificate in Crime & Intelligence Analysis. In lieu of an Advanced Certificate in Crime & Intelligence Analysis, candidates may have a combination of analytic work experience and specialized training.
- Alternatively, a degree in a Forensic Science Technology Program, specializing in Crime & Intelligence Analysis.
- Demonstrated training and experience in the use of IBM Analyst Notebook and iBase with ArcMap conduit (i2 WorkStation).
- Training and experience conducting geo-spatial analysis using ESRI ArcMap 10 with the Crime Analyst Extension (UK).
Experience:
Minimum of 5 years of directly related work experience in a similar work environment.
Other:
- May be requested to substitute in a more senior position.
- Must have a valid driver’s license.
- Required to obtain enhanced security and criminal record clearance.
- Required to sign attestation of confidentiality.
